Work has stopped on the Birdwood overpass on the west end of Bailey Yard while county officials and road builders analyze a problem with the soils on the abutments near the tracks.

The suspect soils must support retaining walls near the tracks that are yet to be built, but tests show the soil is too soft.

County commissioners Duane Deterding and Joe Hewgley said officials are working to analyze and correct the situation.

The commissioners made arrangements Monday to hire a legal firm, Woods & Aitken LLP, to represent the county’s interest if necessary.

Work on the $8.5 million overpass began in late 2012. The suspect soils were put in place months ago.

The embankments are built and paved on both sides of the railroad tracks and do not appear to be compromised. Footings and pillars are erected to support the overpass above the tracks, but work has stopped before decking is in place.

There are questions about the proper remedy, and the timing of when that should take place, Deterding said.

Lincoln County Roads Superintendent Jerry Hitchcock was out of town Tuesday and did return a request for comment.
