The day started badly for an employee at City Hall Thursday, when a man came in and made threatening comments.Police investigator John Deal said Brian Picard is in jail, charged with terroristic threats, after police found him riding a bicycle.
Police got a call at 8:46 a.m. Thursday, about a disturbance at City Hall. The city employee said a man came in and asked to speak to an unnamed city employee, who was not available.
When the city worker asked the man what he needed, the man made statements to the effect that the employee who wasn't available was going to get killed if they did not knock off their activities.
The man didn't specify the activities the he was upset about, Deal said, but he began yelling. As he started to leave, he said something about "government people" being bombed, and flipped off the employee.
Picard was identified through a surveillance video, Deal said. He was arrested around 12:15 p.m. on a bicycle near Second and Jeffers. His home address is the 900 block of North Bailey.
Picard has no record of prior charges, according to Lincoln County sheriff’s records. He is held without bond.
