Legislature: Flurry of activityTell North Platte what you think

Long days make for short nights and early mornings. The workload on our legislative agenda has initiated that routine throughout the last couple of weeks. However, a lot has been accomplished and now we are in the home stretch.

LB 887, the Medicaid Expansion bill, failed to get the 33 votes needed to invoke cloture, and so this measure will not be brought up for debate again this session.

Bills passed into law include:

LB 96 – (my 2013 priority bill) exempts repair or replacement parts for agricultural machinery and equipment from sales and use tax.

LB 132 – forces those younger than 16 to get a parent’s signature before tanning in tanning booths and tanning beds.

LB 251 – (my bill) changes a fee relating to the rental of motor vehicles.

LB 359 – changes asset and income limitations for certain programs of public assistance and changes eligibility redeterminations relating to a child care subsidy.

LB 402 – changes provisions relating to community-based energy development projects.

LB 438 – changes the accountability system for schools and school districts under the Quality Education Accountability Act.

LB 474 – changes provisions relating to occupation taxes.

LB 660 – provides for extension of a pilot project and a contract relating to case management.

LB 661 – provides for voter registration on the Secretary of State’s website and use of Department of Motor Vehicle records.

LB 671 – halts mountain lion hunting in Nebraska.

LB 699 – changes hunting permit and hunter education provisions, provides reports to a firearm database, and eliminates certain firearm provisions.

LB 725 – changes student growth adjustment correction and local effort rate yield under the Tax Equity and Educational Opportunities Support Act.

LB 814 – redefines all-terrain vehicle, utility-type vehicle, and sales price, change sales and use tax provisions relating to ATV’s and UTV’s, and changes duties of sellers in the distribution of sales tax revenue to provide funding to Game and Parks.

LB 836 – provides and changes provisions relating to legislative findings for tax incentive programs.

LB 853 – changes and renames acts, a register, and an advisory committee relating to children and young adults and requires case manager training as prescribed.

LB 884 – (my 2014 priority bill) requires that organizers of exotic animal auctions and swap meets obtain a permit from the Department of Agriculture to hold their event, and that a licensed veterinarian be at the sale to inspect the animals.

LB 920 – adopts the Public Guardianship Act.

LB 941 – provides for a dairy growth study.

LB 967 – changes provisions relating to accountant licensing examination accreditation, education funding, compensation of members of the Board of Educational Lands and Funds, education regulation, teaching, early childhood education programs, distance education programs, and postsecondary institutions.

LB 986 – changes homestead exemption income limitations and provides a homestead exemption for individuals with developmental disabilities.

LB 987 – adjusts individual income tax brackets for inflation and exempts social security and military retirement benefits.

LB 1001 – allows growth and cultivation of industrial hemp by the Department of Agriculture or a postsecondary institution.

LB 1012 – changes provisions relating to blighted areas under the Community Development Law.

LB 1016 – provides for acquisition and sale of state aircraft.

LB 1103 – provides for a strategic planning process for education.

Budget bills

LB 130 - provides and eliminates transfers from the Cash Reserve Fund.

LB 905 – provides for deficit appropriations.

LB 906 – transfers funds and creates and eliminates funds.

LB 949 – approves claims against the state.

Advanced to final reading:

LR41CA – a Constitutional Amendment authorizing legislation for licensing and regulating wagering on live or replayed horseraces.

LB 191 – adopts the Nebraska Job Creation and Mainstreet Revitalization Act and provides tax credits.

LB 674 – changes provisions relating to abandonment or cruel neglect of an animal.

LB 690 – creates the Aging Nebraskans Task Force and requires a grant application.

LB 717 – changes provisions relating to the Real Property Appraiser Act and professional qualifications.

LB 744 – establishes the Nebraska Sesquicentennial Commission.

LB 768 – changes provisions of the Livestock Brand Act and estray provisions.

LB 1087 – creates a homestead exemption for disabled veterans, widows, and widowers.

Advanced to second stage of debate:

LB 526 – allows optometrists to perform minor surgery, including removal of superficial eyelid, conjunctival, and corneal foreign bodies, and use pharmaceutical agents in treatments, including injections into the eyelid for treatment of cysts or infected or inflamed glands.

LB 800 – provides for designation of enterprise zones and preferences in certain business incentive programs.

LB 811 – changes provisions and penalties relating to the Uniform Controlled Substances Act.

LB 907 – part of the prison reform measures - provides more intensive supervised release after prison time.

LB 908 – changes child guardianship, ward, and adoption for child out of wedlock provisions.

LB 916 – eliminates integrated practice agreements and changes provisions regarding nurse practitioners.

LB 923 – requires training on suicide awareness and prevention for school personnel.

LB 998 – changes provisions and penalties relating to prohibited acts regarding ignition interlock devices.

LB 999 – another part of the prison reform measures – focuses on helping inmates successfully re-enter the community when they leave prison, sets up a system to treat inmates with mental health issues and drug and alcohol addictions. It also would create a 200-bed treatment facility at the former Hastings Regional Center.

LB 1092 – authorizes issuance of highway construction bonds.

LB 1115 – appropriates funds to the Nebraska Power Board for a study and state public policy.
