Clarence E. Alspaugh

Clarence Alspaugh, wanted for forgery, ran from police Thursday in the neighborhood of Washington School, causing alarm for the safety of the children.

The trouble started when a police officer saw Alspaugh walking in the 300 block of North Maple. When the officer tried to stop him, Alspaugh took off running.

Police backups were called and a perimeter was established. Washington School was asked to lockdown as a precautionary measure, police investigator John Deal said.

A short time later, Alspaugh was found hiding under a car. There was no further involvement with the school.

Alspaugh, 28, was taken into custody, but he continued to resist and threaten officers with bodily harm, Deal said. When he was booked, he was put into a heavy, black, tear-resistant safety uniform known as a Ferguson smock.

Alspaugh was charged with resisting arrest and obstruction as well as two charges from previous incidents -- disturbing the peace on March 9 when he allegedly threatened a woman, and forgery in January when Alspaugh allegedly cashed two stolen checks at two local businesses. The amount of the checks exceeded $500, which made it a felony.

Alspaugh was previously arrested in January 2012, charged for burglarizing a garage. After a month in jail, Alspaugh attacked another inmate who was sleeping. He was convicted of assault on a confined person and sentenced in March 2012 to 1-3 years in the state pententiary. He was released in October 2013.

Previously, Alspaugh served 7.5 months in the state pen in 2010 for burglary.
