Russell R. Lockwood, 40, of North Platte was arrested Wednesday near the corner of Sixth and Sycamore for possession of methamphetamine and drug paraphernalia.

At around 11:15 a.m. police got a call that a man seemed to be passed out in a parked sport utility vehicle the corner, police spokesman Rodney Brown said.

While an officer was enroute, the caller said the man wasn’t sleeping, but it looked like he was doing drugs in the vehicle.

Russell Lockwood got out of the car as the officer arrived.

Brown said the officer smelled marijuana and noticed Lockwood was concealing something in his hand. When asked what it was, Lockwood showed a marijuana pipe. Brown said the officer could tell it was recently used by a strong smell of burnt marijuana. Lockwood was detained for the marijuana possession and the officer searched his vehicle, which turned up syringes, a scale and several small unused baggies, as well as several small baggies containing a substance that tested positive for meth.

According to jail records, Lockwood has did time in March 2004 in the state pen for manufacturing meth and possession of anhydrous ammonia with the intent of manufacturing meth. He was released from prison in March 2007.
