Quincey Shugart, 34, of North Platte received four penitentiary sentences in Lincoln County District Court Monday.

Shugart was charged for a bevy of offenses on Feb. 15, after he beat Dawn Vanmeter while the couple drove through a North Platte residential neighborhood.

Shugart was just out of jail. He and Vanmeter obtained a marriage license, but apparently the honeymoon never happened.

The two were riding in Shugart’s 1994 F-150 pickup that night when they got into a heated argument. As they drove east on Second St., police said Shugart was punching Vanmeter when he lost control of the truck and hit a parked car.

He backed up, changed direction, went north on Welch and then hit a utility pole. He ran from the scene of the accident but was picked up near East Fifth and Eastman.

Shugart was charged with felony assault for hitting Vanmeter. He was charged with leaving the scene of both accidents – a property accident and an injury accident. Leaving an injury accident is a felony.

Shugart’s arrest record shows priors of aggravated assault, domestic assault, third degree assault, DUI, disturbing the peace and criminal mischief. He was also implicated in the stabbing of Luke Ressegieu on Thanksgiving Day 2012.

He was sentenced Monday to 2-4 years for failing to stop and render aid in an injury accident, and for domestic assault, with one year to run after he finishes the first stint.

Shugart will also serve 1-3 years for possession of amphetamine and 1-5 for violating the conditions of his release from jail.

He received credit for a total of 216 days served in the county jail.

Deputy Lincoln County Attorney Tanya Roberts-Connick asked District Judge Richard Birch for a lengthy sentence, citing Shugart’s history of crime and previous penitentiary sentences. She asked for the sentences to all run consecutively – one after another.

Birch agreed that Shugart’s history was bad, but felt two of the sentences should run concurrently.


In other district court action:

• Sean McCarthy, 43, of North Platte, pled not guilty to charges of second degree forgery and theft by deception.

• Alexis Harlow, 30, of North Platte, was sentenced to 80 days in the county jail, with credit for 41 days for a probation violation. She waived an attorney and a probable cause hearing and admitted to the court that she had violated her probation.

• Joey Zeigler, 35, pled guilty to an amended charge of third-offense driving while intoxicated. A pre-sentence investigation was ordered. Zeigler is free on an own-recognizance bond and was ordered to wear a SCRAM device to monitor his blood level for alcohol.

• Julian Daily, 30, of North Platte, accepted a deal and pled no contest to aiding and abetting a felony. A charge of theft was dropped in the deal. After a pre-sentence investigation he will be back for sentencing on July 15.

• Keith Phelps, 45, of North Platte, pled not guilty to felon in possession of a firearm. Defense attorney Michael Nozicka asked for a bond reduction to which County Attorney Rebecca Harling had no objection. Lincoln County District Judge Richard Birch lowered the bond to $25,000. The case was continued so the defense could gather more information and reports.
