Philip Moreno, 46, of North Platte will pay a $500 fine and court costs after he was convicted Tuesday of misdemeanor animal negligence.

Lincoln County District Judge Richard Birch handed down the sentence.

Moreno was initially charged in August with animal cruelty, but after a plea agreement, he pled no contest to the reduced charge. He was represented by defense attorney Shirley Mora-James of Lincoln.

Moreno was first arrested after a wounded and bleeding terrier that belonged to him had to be euthanized.

The dog apparently left its home during the night and North Platte resident Kaycee Anderson found it on the street around 5:30 a.m. while walking her dogs.

Anderson said the dog was a cross between a yorkie and a maltese. It was crudely bandaged, bleeding and whimpering in the middle of the street.

He was wobbly and shaky, she said. I sat down on the curb and called him because I thought he might run off if I approached him. He walked toward me but was so weak he fell down on the way.

Anderson called a friend, a member of Pawsitive Partners, who took the dog to a veterinarian. When duct tape bandages were removed from the dogs leg and torso, two maggot-filled wounds were revealed. It turned out the dog was too far gone and had to be put down, witnesses said.

Police and officials from the animal shelter investigated and Moreno was charged and jailed. He later paid 10% of a $15,000 bond and was released.
