State Patrol urges residents to be vigilant against terrorismTell North Platte what you think

The Nebraska State Patrol is reminding citizens to remain vigilant in the wake of the tragic and senseless acts of violence that took place in Boston Monday.

Gov. Dave Heineman ordered flags lowered to half staff to honor the victims of the bombings.

“We join the nation in condemning these acts of terror on the American public,” said Col. David Sankey, Superintendent of the Nebraska State Patrol. “We encourage our citizens to continue to help keep our communities safe by reporting suspicious activity.”

Nebraskans can report suspicious activity through the Nebraska Information Analysis Center website. Using the “Suspicious Activity Reporting” link, citizens will access the SAR portal which opens a detailed questionnaire for the reporting party to provide information on suspicious activities or events they believe should be shared with law enforcement.

“We believe Nebraskans are observant and have good instincts," Sankey said. "The SAR tool provides them another avenue in which to make law enforcement aware of their concerns.”

The Nebraska State Patrol reminds citizens that emergency situations or situations which require immediate action should be reported to 911.

Nebraskans can find Homeland Security Information by visiting the NIAC website and reading the “Eight signs of Terrorism," which say in part:

1. Surveillance -- The first sign is someone trying to monitor or record activities.

2. Elicitation/seeking information -- The second sign is the attempt to gain information through inquiries.

3. Test of security -- Tests of security or probing are techniques terrorists would use to attempt to gather data.

4. Acquiring supplies -- This may be a case where someone is purchasing or stealing explosives, weapons or ammunition.

5. Suspicious people who do not belong -- Another pre-incident indicator is observing suspicious people who just don’t belong.

6. Dry Run/Trail Run -- Another sign to watch is for “dry runs.” Before the execution of the final operation or plan, a practice session will be run to work out the flaws and unanticipated problems.

7. Deploying Assets/Getting into Position -- The seventh and final sign to look for is someone deploying assets or getting into position. This is your last chance to alert authorities before the terrorist act occurs.

8. Terrorism Funding -- Terrorists use a variety of methods to raise, launder, and transport funds, including charities, credit card fraud, narcotics, human smuggling, counterfeit goods, smuggling cigarettes with missing or counterfeit tax stamps and bulk cash smuggling.

“Our Agency remains vigilant in its responsibilities to protect and serve the people of Nebraska. We encourage our citizens to remain vigilant as well,” Sankey said.
