Stephen Hoven, 38, of North Platte, was sentenced Monday to 1-3 years in the state penitentiary for possession of amphetamine.

Hoven was arrested and charged on Sept. 20. In early January, he pled no contest to the possession charge as part of a deal with prosecutors. In exchange, the county attorney dropped another possession charge as well as a charge of being an habitual criminal.

Defense attorney Russ Jones told Lincoln County District Judge Richard Birch that his client has matured.

"He has grown up some and it would be a waste of money to put him in prison," Jones said.

Birch told Hoven that his past record could be "generously described as extensive."

Lincoln County Attorney Rebecca Harling wanted a longer sentence but stuck by her agreement with the defense and recommended 1-3 years.

Harling told the court that Hoven has twice been sentenced to the Nebraska State Penitentiary and was also in the South Dakota prison, in 1999.

Hoven has also been a fugitive from South Dakota twice and one time in Nebraska, according to sheriff’s records.

The sheriff’s records show a long list of prior arrests that go back to 2003, including multiple counts of possession of amphetamine with intent to deliver, possession of cocaine, several counts of possession of marijuana, possession of an hallucinogen, sexual assault, burglary, aggravated assault, parole violation, driving under the influence and failure to appear.

Hoven was taken into custody after the sentence was handed down.
