Michelle Stephens will get a $30,000 start-up grant for a new business in North Platte, following action Tuesday by the North Platte City Council.

Stephens is the owner of People Oriented Planning, a business "incubator" where people can find phones, computers, office equipment and connectivity with other business people. POP will also provide workspace for traveling business people.

POP is opening at 115 W. Fourth, across the street from the North Platte Public Library.

Stephens also plans to operate her other business there – coordinating contracts for long-range development plans for towns and cities of the world.

A citizen’s review committee looked at Stephens’ plans and recommended the grant, and at the council meeting, Stephens made an hour-long presentation.

After some discussion, the council voted 7-1 to give POP $30,700 from the city’s “quality growth fund” – money that is dedicated to economic development.

Councilman Jim Carman objected. He said the grant “appears to be just an influx of cash flow for a small business” and noted that many North Platte businesses have started on meager means, worked hard and succeeded without taxpayer money.

But Councilman Andrew Lee said it is a good idea for North Platte. Councilman Tim Barrett agreed. Councilman Glenn Petersen said the grant amounts to only one-tenth of 1 percent of the money in the quality growth fund. He considers it a bargain that is well worth trying.

The council stipulated that Stephens must repay the money if her business fails. If the failure occurs within the first two years, 60 percent of the grant would have to be repaid. After three years, the repayment would be 40 percent and after four years, 20 percent.

If POP lasts beyond the fourth year, no repayment is required.

I think this is great and I think Michelle will do a great job. I highly doubt she will give herslef a bonus and only invest 5K into the business. I agree this is not a loan, but an investment. I think this will more than pay itself back over time, but I'm sure most of you will still find something to complain about. YOU ALWAYS DO.

The morons comment after that paragraph is making me laugh like crazy! If you think it sounds like a cross between a library and a homeless shelter to you, you should educate yourself on what a coworking business incubator does. It would benefit our community by encouraging local small business.

If it's such a great business or idea it shouldn't need a grant. Good ideas are hit with an influx of capital from investors, not handouts from government. This sounds like a stupid idea and a waste of money. Are there any stipulations on the grant? Watch this gal give herself a 25K bonus and put the remaining 5K into this "incubator" business, which sounds like a cross between a public library and a homeless shelter. Morons.

Coworking is an incredibly innovative concept, and a business incubator is exactly what North Platte needs to provide start-up entrepreneurs the support they need to succeed. There may not be lots of out-of-town businesses flocking to North Platte, but there certainly are a lot of young, creative entrepreneurs that just need that little hand up to start their own business. Thank you so much Michelle for your vision and all of the hard work you have put into POP CoWorking and into the Quality Growth Fund application - plus doing such a great job in educating the North Platte City Council. For those of you naysayers, why don't you do a little research on coworking and business incubators. Then, instead of saying it won't work, we don't need it, etc. offer your support to Michelle and see what you can do to help her (and other small businesses) succeed.

This isn't a business loan. This is city council investing in something to benefit our community. Your last sentence doesn't even make sense, because it's paradoxical. You say I don't know how to think about other's opinions because I disagree with them while disagreeing with my opinion. See?

Parapraxis, 222222 actually has a good point. The fact that you may be so attuned as to how screwed up government is, doesn't even come close to meaning that it is right. Your ignorance of how to properly think about other peoples opinion astounds me.

dumb Question but why would someone pay for something free at any fast food joint or starbucks? who doesn't have a cell phone and a lap top and how many business people are in a rush to come to podunkia????

Seems a little backwards to me. If she succeeds she should pay it back as a way to say thank-you for believing in me and giving me a start, if it doesn't succeed she doesn't pay it back because she won't have any money!!

I know that in the last few weeks to other businesses have opened downtown. I didn't see them begging for money. They just did it.
