Now, the board wants 1,400 delegates to vote on it in May at a national Boy Scout convention.
Local sponsoring groups could still prohibit gays if they choose.
According to reports, the BSA have experienced financial stress for at least five years because of the recession, membership declines and the withdrawal of corporate support.
Pro-homosexual groups blame the problems on the anti-homosexual policy. Church groups say otherwise.

In our recently completed reader's poll, 79 percent said gun owners should not be any more restricted than they are now. There were 594 votes, with 470 voting "No, not at all."
