Christensen's bill takes aim at prostitutionTell North Platte what you think
 

Sen. Mark Christensen of Imperial wants the state to license and regulate escort services to crack down on prostitution.

His bill, LB 314, would make it unlawful to:

• operate or portray a business as an escort agency without a permit;

• work at an escort agency without an individual permit;

• allow an escort agency employee to be in a state of nudity while in the presence of a patron;

• allow an employee to touch a patron while in a state of semi-nudity;

• provide escort services to clients under the age of 18.

Christensen offered the bill two years ago, garnering the backing of the Nebraska Family Council and the director of a Lincoln homeless shelter. But few senators supported it and it quietly died.

Christensen has the same goal this year -- to provide an additional tool for law enforcement to prevent prostitution, prostitution that sometimes devolves further into human trafficking.

Al Riskowski, the executive director of the Nebraska Family Council, testified in 2011 that five children in Omaha were rescued out of prostitution.

Christensen said he worked with the Lincoln Police Department and Nebraska Highway Patrol in proposing the bill.
