The Middle Republican Natural Resources District will hold a public hearing on Tuesday, Jan. 8 about proposed revisions to the rules and regulations for ground water management in that district. The hearing will be at the Curtis Memorial Community Center, 201 Garlick Ave., at 1:30 p.m. Revisions of rules about land enrolled in temporary retirement programs will be discussed, as well as adjusted base allocations for the upcoming crop year, according to the pubic notice of the hearing. Penalties for overuse of Compact Call Year water allocations are also being proposed. The section proposes a penalty of two inches for for the first three inches of overuse of an adjusted base allocation and loss of three inches for the first four inches of overuse. Another proposal would not allow ground water acres enrolled in a prevented planting program to retain their allocation. Appendix 1 would establish an adjusted base allocation for 2013. According to the notice, this allocation would limit pumping to 18% of the cumulative allocation of 60 inches, as adjusted by reserve brought forward from the 2008-2012 allocation period or penalties imposed by overuse during that same period.
