Many state governments, including Nebraska's, are resisting changes that are coming under the Affordable Care Act - Obamacare.

Gov. Dave Heineman has declined to set up a state-run health insurance exchange, where people could shop for and compare insurance policies.

The state Legislature is still considering an expansion of Medicaid coverage, an option for states under Obamacare.
