Maxwell landowner: Electric deposits are too highTell North Platte what you think
 

Maxwell businessman Randy Stubbs appeared at a Nov. 14 meeting of the Dawson Public Power District Board of Directors, asking the board to reconsider their policy of charging a $400 deposit for electric service.

Stubbs owns rental properties in Maxwell.

He pointed out that an individual can get electric service in North Platte from Municipal Light and Water for a $50 deposit. But if that individual moves a mile away, outside the North Platte city limits, he or she has to come up with $400.

Stubbs said it could by the highest required deposit in Nebraska and it is almost "oppressive,” hurting growth in rural communities such as Maxwell, Brady and Hershey.

Director Rodger White told Stubbs that the deposit was $200 for many years. Stubbs said he feels lower income families could handle a $200 deposit.

Director Bill Henry of Hershey asked if landlords such as Stubbs would be willing to guarantee payment for tenants in return for lower deposits.

"This would amount to co-signing with all of our tenants, which we are unable to do," Stubbs said.

Board President Paul Neil asked Stubbs what he charges for a rental deposit when a house is rented. Stubbs said he does not charge a deposit, partly to free up funds for utility deposits and that he does not like to come up with deposit money when a tenant moves out.

Bob Stubblefield of Shelton said the board had not heard other complaints about the high deposit amount, and promised the board would look into it.

The Dawson Public Power District serves one-third of Lincoln County, all of Dawson and Buffalo counties, approximately two-thirds of Gosper County and parts of Custer, Sherman and Frontier counties.

The district also serves several villages: Hershey, Maxwell, Brady, Farnam, Eustis, Elwood, Eddyville, Smithfield, Overton, Sumner, Miller, Riverdale, Amherst, Odessa and Pleasanton.

It seems I am not the only one to hold Mr. Stubbs in low regard. Its sad to say, but during my short stay in Maxwell, most of the run down houses and trailers I saw turned out to be Mr Stubbs rentals.

Oh I'm sorry maxdude said that, the same person who ranted on people from all the Maxwell school stories. The TRUE stories of abuse of a child, that was left UNREPORTED and maxdude thinks that the abuse was ok, and just boys being boys.

Mr Stubbs says in the origional story that he can not allow tenants to use his name for utilities, and then in his feedback says that he does allow tenants to use his name for utilities, which is it? Im confused.

futuredr: I can only speak from my experience. Over the last 30 years I have moved 9 times because of work or life choices. After the 1st time, which required the large utility deposits, I didn't have to pay any deposits. I took the last bill into the new utility and they called the old one for a credit report. Usually, one phone call was all it took & the deposits were waved. One place did require a form from the previous company that showed a year's worth of on time payments. I've been on KinderMorgan, NWEnergy, CPPD, DPPD, NP ML&W, and other small town utilities. Deposits, whether rental or utility, are necessary for businesses to do their business. If a person can't come up with them, then they really need to consider whether or not they are ready to move.

2 far from home, we discontinued charging a deposit about a year ago. We have been very fortunate with renters turning out to excellent tenants who appreciate the home and take care of it as if it were their own. We are also allowing a few tenants to use electricity in my name. We have zero vacancy rates and in most cases a waiting list for affordable rental homes. FutureDr, the prospective DPPD customers that I am refering to were new to the district and had credit scores ranging from 600 to 750. Not great credit by any means, however if their credit was 800, they would be purchasing their own home for zero down. As for the rest of you that want to take shots at me behind the veil of anonymity, identify yourselves so I know who not to wave to anymore. Ah the memories, Wagon Wheel Court (AKA Stubbs Trailer Park) was built by my uncle in the 1970's and sold in the 1990's.

I agree with Mr Stubbs. He would live in any rental he owns. Sad but true. Does anyone here in North Platte remember the Stubbs trailer park off of Rodoeo Road? Same thing. I truely believe growing up in Maxwell that Mr. Stubbs is a primary character in the down fall of Maxwell. But I also think that he wishes he were not. If Mr. Stubbs wants to turn over a new life style, that would be wonderful!! I think everyone who has ever meet him has prayed for that. He could be an asset to the community if he were to change his ways. The world always benefits from one less evil and dishonest soul. And you may need to buy a steak supper. I have had utilities from DPPD with no deposit. Also if you pay a deposit, they return the interest, and IF you pay on time for a set number of months they also return the deposit! I truely think you could be a good person. Not just a loud rude person.

alwayshere: Saying that you only have to pay deposits the first time you have utilities hooked up just isn't true. When I have moved to different parts of the state that are serviced by other utilities, I have had to pay deposits, even though I have great credit. Last year I paid a large deposit to NorthWestern for gas service, and they said they don't do credit check, but they charge it to every new customer.

Mr. Stubbs, If you told the truth about your deposit. You should definitely rethink that decision! We used to have a rental. Sold it. Most renters have no respect for your property. As for the company deposits. They are steep and most of them never repay your deposit no matter how good of a customer you are!

I have always said that there are two kinds of people in this life. Those that try to build and those that try to tear down. My name is Randy Stubbs and I am proud of everything that I have done over the past twenty years to make Maxwell a better place to live. Talbot357, what have you done? I would gladly live in any rental property that I own. My highest rent is $400.00. I have never held a gun to the head of any potential renter. An earlier poster stated that the $400.00 deposit was reserved for only those with poor credit. I will gladly buy a steak dinner for the first person that obtains electricity with Dawson Public Power District for less than a $400.00 deposit. By the way, I am a proponent of public power and I have always been treated with respect by those at DPPD.

I'm sorry to say that Randy Stubbs lied when he said he does not charge a deposit, he does. And if Lincoln had a housing authority, Mr. Stubbs would not have any rental houses due to substandard "remodeling". I have seen his work and have talked to some of his renters who spent days chasing him down to repair broken water heaters. So before you jump on the Stubbs bandwagon, look at his properties first.

alwayshere, you also walked to school barefooted, in the snow uphill both ways carrying a tuba? I think it was silly for them to ask the landlord how much he charged for a deposit!!! The landlord is putting up thousands of dollars of property to risk! The power company is only risking a few hundred! The amount and risk is not difeerent for the rural electric company as it is for the city. I can tell you why it is so high! They use the money and profit off of it, they invest it and even tough they pay a small amount (many none) in interest to "hold"the money, combine every ones deposits and they roll it over and make a killing.

futuredr. I did too! It is not "unfair" for businesses to charge these deposits to those with no credit. 30 years ago, I had to pay them. I took the attitude of bills first before anything else. I can remember a time in college, I had $10 to buy a weeks worth of groceries for my husband & me. Yes, it was tough, but, because we paid our bills, we grew our credit. That was the only time we had to pay the big deposits. I figure, no deposits in 30 years, yep that first one was worth it. BTW, I was in college, paying my own way & together, we made less than $200 a week. That $300 deposit was tough to scrounge up, but very worth it.

alwayshere: I agree that we have to be good citizens by paying our bills on time. But, they also charge these deposits for lack of credit. So, I had to pay deposits like this when I was just out of college and getting my first place, just because I had never had utilities in my name. I had never been late on a bill in my life, but just because I had never had utilities in my name I had to pay an arm and a leg to get them turned on. I really don't that's right.

I have lived in Lincoln county most of my life & have had service through DPPD several times. They only charge the high deposits when a person does not have good credit and payment histories. If you pay your bills on time then you qualify for reduced or no deposits. Be a good citizen & you don't have to worry about huge deposits.
