Christopher Fichtner of North Platte, was convicted of attempted forgery on Nov. 5 after he pled guilty to writing a bad check in June and driving off from a North Platte car dealership with three pickups.

Fichtner wrote a check for three vehicles at Janssen Motors on June 26. After he left with the vehicles, the dealer found that not only were there insufficient funds in the account to cover the checks, and Fichtner’s name was not listed on the account, a North Platte police spokesman said.

Fichtner was charged with felony theft by deception and second-degree forgery. He paid the required 10 percent of a $25,000 bond four days later and was released, according to sheriff’s records. In a plea agreement with the Lincoln County Attorney’s Office, the charge was reduced from second-degree forgery.

Lincoln County District judge Donald Rowlands ordered Fichtner to undergo a pre-sentence investigation as well as a psychological evaluation and set sentencing for Jan. 28.

Others contacted the Bulletin to say that Fichtner has a pattern of buying things with money he doesn’t have.

The George Fowler family of Miles City, Mont. said Fichtner became romantically involved with a daughter in mid-2010, and for seven months, he went on a spending spree, buying horses, bulls, vehicles and farm equipment without the money while the family picked up the tab and made apologies.

In May 2010, Fichter allegedly talked the girl into buying seven horses at a sale in Bowman, N.D., with Fichtner’s promise that money would be put into her account. No money was ever transferred, and the family ranch had to cover the check.

“We had never in our lives dealt with someone like him,” Jeremy Fowler said. “Where we were brought up and raised here in Montana, we take people at their word and that is that.”

Fowler said Fichtner later bought three tractors, two balers, a swather and a bale mover from two separate John Deere dealerships, claiming he was with Fichtner Land and Cattle of McCook, which had a Farmplan (credit) account, so the dealerships thought he would come up with the money. Nothing was ever paid to them, Jeremy said, so the family ended up paying money to both dealerships to cover their time and trouble.

Fowler said Fichtner’s scams continued until November.

A caller from Nebraska, who asked to remain anonymous, told the Bulletin that Fichtner contacted her during the summer about buying some items she had for sale, but when the time came to seal the deal, he said he couldn’t come up with the money. She said he spun a tale about the drought and valuable hay he’d had that burned in a fire, playing on her sympathies.

She contacted the Bulletin as she checked for a report of the fire that Fichtner described, but found none.

“It was like he wanted me to offer to give him a lot of money,” the woman told the Bulletin. “It makes me sick to think about.”

A Utah woman, Mindy Trussell, told the Bulletin that Fichtner repeatedly tried to obtain bank account information.

She first met Fichtner on facebook and later in person. She said he told her he was wealthy and offered to wire money straight to her account if she would give him the numbers.

She didn’t, in part because her father was suspicious of him.

“He is pretty good at trying to scam people,” Trussell said. “He is a con artist, out to take from anyone he can. I think he is mental - crazy.”

Trussell said Fichtner more recently tried to contact her through facebook, using the last name O’Dea.

In other district court action Nov. 5:

• Kelli Kaps, 33, of Sutherland, pleaded no contest to theft by taking, $200-$500, a class one misdemeanor. She will serve six months of probation. Kaps was charged with embezzling from about $6,700 from North Platte dentist David Johnston during a two-year period, beginning in April 2010, while she was a front office clerk.

• Troy Culpepper, 26, of North Platte, pled not guilty to two counts of burglary, possession of a stolen gun and felon in possession of a firearm.

Culpepper became a suspect in the burglary on Aug. 29, Police Information Officer Rodney Brown said. An alleged victim told the cops that four guns, a knife and $1,000 cash were taken. A few days later police received a tip to the possible whereabouts of the guns, and after investigating they suspected Culpepper of having at least one of the guns. They obtained a search warrant and found a Steyr AUG .223 assault rifle in Culpepper’s car along with a knife of the kind stolen. Culpepper is a convicted felon so a charge of a felon in possession of a firearm was added.

Culpepper is free on bond after posting 10% of $25,000.

• Stephen Hoven, 37, of North Platte, pled not guilty to two counts of possession of a controlled substance. Hoven is also charged as a habitual criminal and if convicted faces 10-60 years in the penitentiary.

Hoven’s priors include being a fugitive from justice in both Nebraska and South Dakota, assault, burglary, possession and distribution of methamphetamine, possession of marijuana with intent to deliver, and possession of psilocybin. He has previously served two terms in the penitentiary.

• Dustin Dowhower, 19, of North Platte, pled guilty to attempted distribution of methamphetamine and child abuse. He will be enrolled in the drug court system.

• Shanna Wilson, 41, of North Platte, pled guilty to distribution of marijuana and felony child abuse. She will be enrolled in the drug court system.

@simplysaying because she dont have a 20 year criminal history and could be saved if she gets out of that town .and i believe the rap sheets on steve is fact.and i lived in np for 30 years so hopefully that covers all the ?'s.i guess only a few can give there opinions and as exspected im the one who gets bashed on but i could care less about that just gives me a chuckle .one ? for you simplysaying are you one of steve's controled substance friends ? done here wont revisit this story see after sentenceingLOL.

omg,guess i should of said both parents picked drugs over there kids since there kids belong to the state at this time..steve has been in trouble for years so many know the name .

Summer I love how you continue to flip flop. I mean you say that Steve at 37 can't change but in the very next comment say to Shanna, who is 41, that you wish her the best in getting clean. Sounds to me like a personal issue with Steve and nothing more. You state that you don't live in NP but you sure do know "EVERYTHING" about Steve's past and present criminal history. Not everything you read has all the facts in it. Keep that in mind.

Ok so first and foremost Stephen is no snitch...second the charges in Sd are from 2007and for internal pos he didnt even know he had them untill 2010....third Stephen is a very changed man and is doing great! oh and his wife still has his back to this day....those are just some facts that are now clear for all u who think u know everything..

yes they are old charges but they are charges he got while on parole from SD for substance charges there. SD got him first then he had to check into jail here 9/20/12 and bound out for the charges back in 12//11 now he has to pay for what he did while on parole that caused his son and step children to be taken out of the home.so he was not being a good dad since the old charges are from 12/2011 not 2 years ago.just cause you go to the pen in another state dont mean the charges here disappear.do the crime have to do the time.maybe he can roll his way out of it he is good at..less tweeks the better.but i believe he has run out of people to tell on so i look for him to get habitual he fits all the criteria.

It boils down to this: Whether or not you believe Steve is trying to change his life is your business. The last few times I've seen him, which has been quite some time ago, he was doing great & looking great. It is unfortunate that a drug &/or criminal past will haunt a person for a long time. If a person is trying to change for the better, which I believe Steve is, the piper must be paid for the past. It is rare that when these stories appear, it is mentioned that the charges are from longer than people remember. I would think in fairness of reporting, that would be something of importance to record. I wish Steve the best. Haven't seen him for a long time, kinda a friend of a friend of a friend situation, but I truly believe he was/is trying to be a better person, a better Father.

Hoven's charges are old. They are from prior to his last stay in the penitentiary due to a probation violation. It's not as if he was picked up on charges from a week ago. These charges are almost two years old but the state waited to prosecute until he got out of prison

Hoven only cares about himself !! It's evident in his lengthy rap sheet. If he truly was trying to change he still wouldnt be getting into trouble. Somebody who truly cares about his kids n wife has a funny way of showing it by potentally being locked away for many years to come.. All he is a waste of tax payers time and money. Lock him up. Out of sight, out of mind !!

i agree he does seem to care more about others than himself.but he needs to care about steve and his family now.i wish him all the best with that.i was his babysitter when his mother lived here many years ago before she spent her time locked up.and yes he always had a carein nature for others but could be as mean as could be if he didnt get his way or didnt like you.just be a friend and support him thru what should be another stay in prison.thats all i have to post on this story.and i am sure there will be several who will bash on me.but steve would be the first to defend me and i am ok with that.blood is blood

Summer - I don't need a summary of his criminal history. He is and has been one of my best friends for 9 years now. He has literally saved my life. He cared about me and for me when he didn't care about himself and his own life. I love him and I know that he is working to be the man his wife and kids deserve. He has a long road but he knows what needs to be done and nothing is going to shake my belief that he will be the man he wants to be.

Shanna Wilson you used to be so kind and all about kids.i havent seen you in years well since i moved away from np and i know you are not probably reading this but i do wish you the best.get clean girl.you might have to move from np and i know i would be willing to give you a hand up.i will get ahold of your brother and give him my phone number and if you are serious about gettin clean give me a call,you would love it up here.

Stephen Hoven has a very lengthy criminal history. He has made a lot of poor poor decisions in his life but he has also put a lot of time and energy into becoming a better man for his children and if you knew him now in comparison to even a year ago you would not believe the man he is working hard to become. Now feel free to bash on me for that opinion but I do have faith that he will continue to work to be better.

Dustin Dowhower drug court will b a waste of time..Shanna Wilson another waste of time.Stephen Hoven FYI GEORGE has been in the pen 3 times in nebraska and is also a waste of space,but he will snitch his way out of trouble like he has done time after time.Christopher Fichtner should be gone they have him dead to rghts.Kelli Kaps name says it all shame on you.would be a blessing if all this group could just be flushed down a toilet.
