Enough is enough, Sen. Bob Kerrey said Friday, it’s time for the Americans to demand more of Congress.

Kerrey introduced what he calls the George W. Norris Constitutional amendment, which says:

“Congress shall write rules so as to elect its leaders and organize itself in a non-partisan fashion. Members shall be limited to 12 years of consecutive service and shall be permitted to enact legislation limiting the amount of money that can be spent by themselves or outside groups on Congressional campaigns.”

“If these 45 words become a part of our Constitution, I promise you that Nebraskans will see more solutions and fewer slogans, more problem solving and fewer problems created,” Kerrey said.

Kerrey repeated the proposal Saturday during an appearance at the North Platte Regional Airport.

"The Norris amendment would assure the public that government is still by, for and of the people," he said.

Kerrey said the Constitution can be changed, recalling that in 1971 it took only 18 months to pass a Constitutional amendment to reduce the voting age from 21 to 18.

Throughout his campaign, Kerrey promised to invoke the spirit of George Norris and shake up Washington. In a March 31 interview with the Bulletin, he said Article 1 of the Constitution needs to be amended.

The fifth section of Article 1 says: "Each House may determine the rules of its proceedings," but Kerrey said the leaders of Congress have approved the privilege.

Party caucuses have too much influence over individual senators, he said. Senators and representatives meet informally in caucuses and agree to work together to accomplish goals. The caucuses are led by Congressmen and women with the most years in Congress, who are appointed to chair committees.

“Congress is broken and it is the destructive tendencies of Washington that are to blame,” Kerrey said Friday. “Voters expect far more of their elected officials than to merely serve as the tools of special interests.”

Kerrey cited James Madison, a founding father who warned of “factions” that can control and/or stop government. Madison warned of “the violence of faction."

Kerrey said the current rules of Congress do not control factions, but reward them.

“When factions -- partisan interests -- control government, everyone loses, because our common purpose is subordinated,” he said.

“In his farewell address, George Washington warned that service to the ‘will of a party’ would ‘make the public administration the mirror of ill-concerted and incongruous projects of faction rather than the organ of consistent and wholesome plans,’” Kerrey said.

In other comments, Kerrey told the Bulletin that the race is tightening. His Republican opponent Deb Fischer has said she has a 20-point lead.

"I think we're doing well," Kerrey said. "It's getting tighter down the stretch, during the time that people are paying the most attention."


Debates

Kerrey and Fischer will debate twice in a four-day time period -- on Sept. 28 and Oct. 1.

The Sept. 28 debate will be from 11 a.m.-noon at the Omaha Community Playhouse, sponsored by the Greater Omaha Chamber of Commerce and KETV. It will be carried live on MeTV on Cox Channel 123 or over the air Channel 7.2. and be rebroadcast at 6 p.m. Sept. 30 on KETV.

The Oct. 1 debate will be from 7-8 p.m. in the Nebraska Educational Television studios in Lincoln. It will be broadcast live on NET1 television, NET-HD television and NET Radio.

As for tools for special interests comment, would that include taking a job at a university, then peddling you influence to get lots and lots of federal funding for it? Just wondering.

Really, evolved did he? March 1 1994 SJ RES 41 balanced budget amendment, Mr. Kerrey voted nay! June 6 1996 HJ RES 1 balanced budget constitutional amendment, Mr Kerrey voted nay! April 23 1996 SJ RES 21 Term Limits Bill, no sponsorship that I can find, voted nay cloture not involked. Is this evolving? Mr. Kerrey had 12 years to take a chance at some of this stuff, nada!

Watched the vid`s George. Oh, Bob Kerrey on term limits, The Baltimore Sun Nov 05, 1991 Mr Kerrey 'reluctantly' opposes term limits, saying they would not achieve their goal of bringing fresh blood into public office.

George, there are a couple of people that want to put Kerrey on a pedestal on this little forum. I`m just pointing out that he does not deserve it. As for the links, bing bob kerrey 1994 sentate vid. not hard to find. Same with his interveiw with cnn in Florida campaigning for gore.

Chuck, I don't know who I'll vote for yet, but I'm not holding grudges from something done or not done 18 years ago (how about a link?) or 12 years ago (one of your other complaints). How about discussing the topic of the news report? I suspect the Norris amendment would help the country regardless of who sponsors it.

Let's all keep in mind what kind of man Mr. Kerrey is: Here is what it says in his medal of honor citation: "For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty while serving as a SEAL team leader during action against enemy aggressor (Viet Cong) forces. Acting in response to reliable intelligence, Lt. (j.g.) Kerrey led his SEAL team on a mission to capture important members of the enemy's area political cadre known to be located on an island in the bay of Nha Trang. In order to surprise the enemy, he and his team scaled a 350-foot sheer cliff to place themselves above the ledge on which the enemy was located. Splitting his team in 2 elements and coordinating both, Lt. (jg.) Kerrey led his men in the treacherous downward descent to the enemy's camp. Just as they neared the end of their descent, intense enemy fire was directed at them, and Lt. (jg.) Kerrey received massive injuries from a grenade that exploded at his feet and threw him backward onto the jagged rocks. Although bleeding profusely and suffering great pain, he displayed outstanding courage and presence of mind in immediately directing his element's fire into the heart of the enemy camp. Utilizing his radio, Lt. (jg.) Kerrey called in the second element's fire support, which caught the confused Viet Cong in a devastating crossfire. After successfully suppressing the enemy's fire, and although immobilized by his multiple wounds, he continued to maintain calm, superlative control as he ordered his team to secure and defend an extraction site. Lt. (jg.) Kerrey resolutely directed his men, despite his near unconscious state, until he was eventually evacuated by helicopter. The havoc brought to the enemy by this very successful mission cannot be over-estimated. The enemy soldiers who were captured provided critical intelligence to the allied effort. Lt. (jg.) Kerrey's courageous and inspiring leadership, valiant fighting spirit, and tenacious devotion to duty in the face of almost overwhelming opposition sustain and enhance the finest traditions of the U.S. Naval Service." Despite our individual political leanings lets respect the man and what he has done.

George, Bob Kerrey is completely opposite of most Nebraskans. He is anti second amendment, case in point his 1994 senate campainge video. He is pro same sex marriage. He is pro abortion. He if ok with burning the flag! This guy gets most of his money from outside nebraska.The average Nebraskan has nothing in common with this guy! I dont give a rats behind about party structures. Kerrey is a stone liberal! He is nothing like the majority of people he would be representing!

George...sometimes votes aren't even cast, or allowed to be cast based on what's good for the party. Recent history as an example only: How many bills has the House sent to the Senate for action, which were never called to the floor for debate? It's not an up or down debate either. The senate or House in some instances, get's to modify and produce their own version of the bill, and then proceed to reconcilliation. This isn't happening. Guessing it has as much to do with keeping the rank and file from voting on something that the party, or party bosses, don't want to run the risk of having voted go the other way....

Thanks for the good perspective beaner. There is plenty of blame to go around and instead of pointing fingers at each other, true statesmen and women should have got together to fix the problems. Instead we have high unemployment, growing gulfs in incomes and massive government debt, etc. etc.

I am skeptical of the Norris amendment but I'm glad someone is proposing something. I agree with Kerrey's premise (from his full statement on the opinion page): "I have become frustrated and angry about the partisan divide in our Nation’s capitol. Repeating cleverly written slogans has become more common than solving problems. Holding onto or gaining committee chairmanships has become more important than rebuilding the financial foundation of our country. Votes are cast based upon what is best for political parties rather than what is best for our country. Too many have made the frustrating trip from skepticism in their government to full-on pessimism about government’s motive and ability to put the law on their side."

Although it's seems like a viable path, changing the Constitution starts in congress, and has to be passed by them before it goes to the states for ratification. Term limits can be implemented by your votes, but apparently that doesn't happen often enough. The crisis - please read it slowly and let it sink in. If in doubt, check it out. The day the democrats took over was not January 22nd 2009, it was actually January 3, 2007... the day the Democrats took over the House of Representatives and the Senate, at the very start of the 110th Congress. The Democrat Party controlled a majority in both chambers for the first time since the end of the 103rd Congress in 1995. For those who are listening to the liberals propagating the fallacy that everything is "Bush's Fault", think about this: January 3rd, 2007 was the day the Democrats took over the Senate and the Congress. At the time: The DOW Jones closed at 12,621.77 The GDP for the previous quarter was 3.5% The Unemployment rate was 4.6% George Bush's Economic policies SET A RECORD of 52 STRAIGHT MONTHS of JOB GROWTH Remember the day... January 3rd, 2007 was the day that Barney Frank took over the House Financial Services Committee and Chris Dodd took over the Senate Banking Committee. The economic meltdown that happened 15 months later was in what part of the economy? BANKING AND FINANCIAL SERVICES! Budgets do not come from the White House. They come from Congress, and the party that controlled Congress since January 2007 is the Democrat Party. Furthermore, the Democrats controlled the budget process for 2008 & 2009 as well as 2010 & 2011. In that first year, they had to contend with George Bush, which caused them to compromise on spending, when Bush somewhat belatedly got tough on spending increases. For 2009 though, Nancy Pelosi & Harry Reid bypassed George Bush entirely, passing continuing resolutions to keep government running until Barack Obama could take office. At that time, they passed a massive omnibus spending bill to complete the 2009 budgets. And where was Barack Obama during this time? He was a member of that very Congress that passed all of these massive spending bills, and he signed the omnibus bill as President to complete 2009. If the Democrats inherited any deficit, it was the 2007 deficit, the last of the Republican budgets. That deficit was the lowest in five years, and the fourth straight decline in deficit spending. After that, Democrats in Congress took control of spending, and that includes Barack Obama, who voted for the budgets. If Obama inherited anything, he inherited it from himself. In a nutshell, what Obama is saying is "I inherited a deficit that I voted for and then I voted to expand that deficit four-fold since January 20th."

A nonpartisan Congress? Really? There will always be divisions in Congress, without parties it will be based on region, rural vs. urban, big state vs. small state, thats the way it is. This nonsense about not organizing Congress along party lines shows one of two things: Kerrey is an idiot or he is making an idiotic suggestion out of desperation.

House and Senate all need to be cleaned out . Term limits need to be put in place,a cut in their pay and no more spending allowances. For all the wannabe "I'm successful and therefore should vote Republican" people that have no clue as to what real wealth is read the article I have attached at the end of this post... are any of us really making this kind of money? Don't let the Reps convince you to vote against your own self interest... If you aren't netting a cool milion a year you should consider voting for the Democrats... I'm a Rep and am voting mostly Dem cause of what I'm finding out about the Grand Old Party. This "two faced twit" deserves more respect than that Storm Watcher. This "two faced twit" is a combat vet, lost a leg in combat and a former Navy Seal as well as a freaking Medal of Honor recipient. Grow up a little will ya. The guys done TONS more for this country than your lame ass ever dreamed of. If you don't want to vote for him then don't but keep your childish name calling to yourself, he deserves a whole lot more than that.

Bob, I totally agree. You are the right candidate for the job. Congress needs a huge shakeup. It's not surprising that they have gone home till after the election, and left so many bills hanging in the balance, such as the Veteran's Job bill and the Farm bill. "Mr. Speaker", as most Republicans, do not care about what's best for people of this country, only what is best for them. Makes me sad and angry. This is the worst Congress in history. And we can blame George Bush and the Republicans for the crisis. Stop blaming Obama for it, how soon people forget. And if he has not done everything he promised, it's because the right won't work with him. If Romney/Ryan are elected you can count on going back to the Bush Era. Is that what everyone really wants? There are so many lies being broadcast and written. It very defeating and frustrating.
