The North Platte City Council approved three collective bargaining agreements as it rolled through a relatively deep docket Tuesday night. Agreements with police, fire fighter, and public worker unions were rubberstamped unanimously. The funds for the new agreements had been factored into the 2009-2010 budget, passed at the last meeting. The only item on the agenda that garnered significant discussion was the awarding of a contract to trench and install communications grade conduit and maintenance vaults to D & A Trenching of Alma, Neb. The project is part of the larger Optical Fiber project between City Hall, the courthouse, the public safety building, and the jail. D & As bid of 46, 052.70 was significantly lower than those offered by the competition. Americom Technology, Inc. of Murray, Utah, bid $96,817.25 and Beveridge Well Drilling of North Platte bid $156,972. The bloated number from Beveridge resulted from an error of calculation, according to Jim Ross, city information systems director. Their actual bid was closer to $89,000, much lower than what the agenda indicated but still nearly double what D & A bid. This concerned council members Judy Pederson and Jim Parrish, who wanted to be sure that the number from D & A was solid and additional money would not be required. City Administrator Jim Hawks said that the bid had been looked into and that the approved money would be sufficient to complete the project. Following the discussion, the contract was awarded unanimously. In other council business: Special designated permits were approved for the Touchdown Club and the Bar of Thedford. The Touchdown Club will be hosting a night of ultimate fights at the D&N event center on October 10, and the Bar of Thedford will be hosting two events at the D&N as well. The first is a dance and beer garden Halloween night, and the second is a dance and bull riding fundraiser Nov. 28 and 29. Linda Broges re-appointment to the Library board was approved. The sale of surplus vehicles (including three handi-buses), equipment, and tools at the September 2009 police impoundment auction. An agreement with Government Access Channel Independent Contractor Services was approved. An interlocal agreement with the county for the animal shelter, dispatch services, emergency management, fuel, the jail and maintenance of roads was approved. Larry Lee Britton of the Fourth Ward requested a map showing exactly which entity would maintain certain sections of Rodeo Road. Hawks said he would provide him with one. An animal shelter agreement with Brady, Callaway, Hershey, Stapleton, and Sutherland was approved. Salaries and user fees for the 2009-2010 fiscal year were approved. An interlocal agreement with the North Platte Public Schools relating to the school resource officer was approved.
